0. get netacct-netstat-beta.sql and insert it:

   mysql -u root -p < netacct-netstat-beta.sql

1. (DO NOT USE THIS) use nestat-3.08beta2/contrib/install_database.php script to create/alter all
   tables through your web browser

2. for netstat graphics you need:
 - rrdtool installed
 - cron script from graph/cron.d - 5 minutes execution
 - edit graph/netacct-rrd.pl and put right password here
 - wait for 1-2 hours before create .rrd files needed for graphics, use: 
     cd /var/www/netstat/graph && ./netacct-rrd.pl create
 - add cronjob to start `/var/www/netstat/graph/netacct-rrd.pl` create in every
   2 hours
 - restrict access to *.rrd file from apache/httpd.conf

3. most of new features does not work .. i.e. scripts are needed to stop
   prepaid users .. to match ip <-> mac addresses and so on. any perl gurus around?!

netstat-monthly-mail.pl sends every month traffic statistics (and price) to all users in netstat with entered mails.

NOTE: prepaid-traffic-unofficial includes perl script and cgi script to add 
prepaid traffic .. this is still unofficial because the whole idea must be
reconstructed to be more complex .. it will be added in final netstat 3.1
